Deny script execution in a public directory

As a security measure we dont want users to upload scripts which can be executed. I haven't found many solutions open to tackling this problem. Using chmod doesn't allow any access, not even to static files like .css

chmod 666 /document_root/ -R

Will only work for PHP scripts

<ifmodule mod_php5.c>
       php_flag engine off 
</ifmodule>

This should work but doesn't!

Options -ExecCGI

Doesn't seem to work on my test environment.

 Hmmm thoughts...?
